Akhtar Khan (Pashto: اختر خان, born May 27, 1983) is a Pakistani politician, lawyer and former civil servant who has been a member of the Khyber Pakhtunkhwa Provincial Assembly since February 2024, representing the constituency of PK-5 (Swat-III).[1] A member of the Pakistan Tehreek-e-Insaf (PTI) political party since 1999, he currently also serves as an advocate at the High Court and Supreme Court of Pakistan[1]

Early life and Education[edit]

Akhtar Khan was born on 27 May 1983, in the village of Dangram, District Swat, Khyber Pakhtunkhwa province of Pakistan. His father's name is Ahmed Khan. He received his early education from International College and Community School in Swat, where he completed his Matriculation (SSC) in 2001. Akhtar Khan then attended International College and Community School to earn his Higher Secondary School Certificate (HSSC) in 2003.[1]

Khan pursued higher education from the University of Peshawar, obtaining a Bachelor of Arts degree with majors in Law and Political Science in 2005. He subsequently completed his Bachelor of Laws (LLB) from the same institution in 2009, qualifying as a lawyer. Additionally, Akhtar Khan is a Certified Director from the Institute of Chartered Accountants of Pakistan with registration DTP No. 0731.[1]

Legal career[edit]

Soon after completing his LLB, Akhtar Khan started practicing law in 2010 and has represented clients in hundreds of civil and criminal court cases before the higher judiciary of Pakistan, including the High Courts and Supreme Court. He is an active member of the Swat Bar Association.

In his legal practice, Akhtar Khan has also worked pro bono on awareness campaigns related to human rights, drug prevention, and women's rights. He has conducted seminars highlighting issues like women's empowerment, gender equality, and citizen rights.

Political career[edit]

Akhtar Khan has been actively involved with the Pakistan Tehreek-e-Insaf (PTI) party for over 25 years since its inception. He served as the Secretary General of the PTI's Malakand Division from 2012 to 2018, coordinating the party's affairs and strategizing membership drives across the region. In this frontline position, Akhtar Khan played a key role in seeking legal redressal for party members who faced harassment or arrests.

Prior to contesting elections, Akhtar Khan was an elected member of the Tehsil Council Babozai Swat from 2016 to 2018, where he worked on donor-funded community development projects at the grassroots level.

He contested the 2024 general elections as a Pakistan Tehreek-e-Insaf/Independent candidate from PK-5 Swat-III. He secured 24,055 votes. His runner-up was Sanaullah Khan of JUI-F who secured votes.[2][3]

Other Professional Roles[edit]

Alongside his legal and political engagements, Akhtar Khan has served in leadership roles for government utilities and regulatory bodies:

Chairman of the Board of Directors of the Water & Sanitation Services Company (WSSC) Swat from October 2017 to December 2020. As Chairman, he provided strategic direction, oversaw operations, and helped establish the newly-formed company.

Director of the WSSC Swat from June 2015 to September 2017, serving on the Board's HR committee to oversee recruitment, formulate the company's mission/vision, and monitor routine activities.

In these roles, Akhtar Khan was responsible for conducting baseline surveys, identifying beneficiaries, collaborating with government departments, signing MOUs with universities and public bodies, and supervising project teams for effective last-mile execution.
